LCDP provides a powerful single voice for the Commercial District, promoting the remarkable changes and improvement in the quality of both its public realm and its residential and commercial provision. It also provides a forum for stakeholders to work together to identify investment opportunities and develop the area more effectively by fostering a culture of cooperation and accountability.

The Partnership’s business plan has a 3 year lifespan and sets out how partners will work collaboratively to deliver a resurgent commercial heart for the city centre.  It will do this by focusing on four key areas of activity:

  • Environment & security
  • Transport & movement
  • Strategic development
  • Marketing & communications

It will be private sector lead, but will seek to work within the strategic framework set out by Liverpool Vision and will complement the existing services provided by the public sector through Liverpool City Council, Merseytravel and Merseyside Police.

It does not exist to simply be another lobbying or networking organisation – instead it will deliver the aims and aspirations of its stakeholders within the strategic context of its critical importance to the regeneration of the city centre and the wider city region.

The business plan contains specific Action Plans for each of the core areas of activity outlined above.  These have been drawn up by partners in the respective working group and relate directly to the partnership’s agreed aims and objectives.  Each plan will be costed and measured against specific outputs and milestones, with members of the working groups accepting responsibility and accountability for its delivery.

LCDP will seek to combine the imaginative use of existing mainstream public sector funding with the use of partner contributions and other commercial income streams to add further value to the creation and maintenance of a world class destination – a place where people want to be.
